The council was formed in June 1947 through the instrumentality of the Australian Transport Advisory Council at the suggestion of the Australian Automobile Association. It was replaced in 1961 by a much smaller Council, which lasted until 1970 when two bodies superseded it: The Publicity Advisory Committee on Education in Road Safety, and the Expert Group on Road Safety.
